I can't receive voice messages on my Apple iPhone 11 iOS 13.1
Cause 3 of 4: Text message when receiving new voice messages is turned off
To receive voice messages, you need to turn on text message when receiving new voice messages.
Solution: Call 171.
When your call is answered, key in * to go to the main menu and key in the following sequence:
5 1 2 1 2.
