I can't send and receive picture messages on my Samsung Galaxy Note7 Android 6.0

Cause 3 of 5: Data roaming is turned off

To send and receive picture messages when abroad, data roaming needs to be turned on.

Solution: Turn on data roaming.

Slide your finger downwards starting from the top of the screen.

Turn data roaming on or off
